Abigail Stewart-Kahn, interim director of San Francisco's Department of Homelessness and Supportive Housing, has resigned, officials said Thursday. Stewart-Kahn's departure comes at a particularly tenuous time for San Francisco, as it deals with a swelling homeless population amid the pandemic. She took over in March 2020, just as the coronavirus forced many shelters to close to new residents and left many people out on the streets. She will officially step down in about two weeks, before taking on a new role as special adviser at the Department of Children, Youth and Their Families in May. Sam Dodge, the former deputy director for the homelessness department, will take charge until the city finds a permanent leader. "I appreciate Abigail's work leading the department through this challenging time, " Mayor London Breed said in a statement. "She provided the stability and leadership needed at HSH to provide the care and life-saving response to people experiencing homelessness during the acute phase of the pandemic crisis. "

Homelessness strategies must address a range of priority cohorts listed in the NHHA, and outline reforms or initiatives that contribute to a reduction in the incidence of homelessness. The NHHA priority homelessness cohorts are women and children affected by family and domestic violence, children and young people, Indigenous Australians, people experiencing repeat homelessness, people exiting institutions and care into homelessness, and older people. The Australian Government has also committed up to $118 million over five years to 30 June 2023 for the Reconnect program, which assists young people who are homeless, or at risk of homelessness. Reconnect provides services to young people to find stable accommodation, improve their relationships with family, find work or to stay at school, and participate in their local community. The aim of the program is to break the cycle of homelessness by providing counselling, group work, mediation and practical support to the whole family. The Australian Government has committed $78 million to ensure there are additional safe places for women and children experiencing family and domestic violence to live.

She said she took the opportunity not to acknowledge the department is understaffed but to express appreciation to employees. "Their work is incredibly appreciated, " she said, especially with all the added challenges presented by the pandemic. Liberal Leader Dougald Lamont said the PC government is making work harder for its own employees and those they serve. "There are people who are not able to find places to live because this government has laid people off and has refused to staff EIA, " Lamont said. "Even the services that are being provided are horribly inadequate. EIA doesn't pay people enough to live on in many cases, " he said. "By combining things like allowing evictions to take place and having multi-week waits for people to get onto EIA or get housing, you're guaranteed to have people who are homeless. The session encouraged the children to report cases, and also to report if they suspect something is not right about their friends. Among other speakers there was Captain Shirly Nsimba and Ms Rebecca Mayile a Professional Nurse who encouraged the children to be open and seek help if they suffer abuse, children to report such either to the Police at the Police Station, Nurses at the clinic, Teachers, Neighbours and Social Workers. The slogan of the day was, "Ceba, ukhulume liqiniso" meaning, report and speak the truth

This includes the $60 million Safe Places Emergency Accommodation (Safe Places) initiative for eligible organisations to provide new or expanded emergency accommodation for women and children escaping domestic violence. It also includes $18 million to continue supporting states and territories through the Keeping Women Safe in Their Homes program, which provides safety planning and home security upgrades. In the 2017-18 Budget, the Australian Government also announced a package of initiatives to develop alternative sources of capital for social and affordable housing, this includes: $30 million for Social Impact Investment initiatives, of which $10. 2 million will be used over 10 years to improve housing and welfare outcomes for people at risk of homelessness $6 million over four years in Homes for Homes, an initiative that encourages property vendors to donate 0. 1 per cent of the sale proceeds of their property to fund social and affordable housing projects across Australia.
